The so-called “Song Minho” law should be adopted.

The National Assembly has proposed an amendment to the Military Service Law allowing social service personnel to manage their commute to and from work electronically. This law, known as the “Song Minho Prevention Law,” stipulates that the head of the military manpower administration shall manage the commute, leave, and absenteeism of personnel electronically.
This law is based on Song Minho’s poor service record. He is accused of avoiding work without any specific punishment, even though he did not work for a long period during his social service. He was investigated by the police and admitted to most of the charges.
SONG MINHO‘s failure to fulfill his national defense obligations is due to the limitations of the social service personnel management system.
Currently, the “supervisor in charge of social service personnel” is responsible for verifying the service record and managing the personal information of social service personnel.
They regularly check the progress of their tasks and also handle tasks such as complaints handling and career guidance. However, the excessive number of people assigned to each instructor responsible for the site creates blind spots in management.
In fact, as of last November, only 114 instructors were deployed across the country. In contrast, the number of social workers stood at 46,000. In other words, one instructor supervises 408.
An official from the Military Manpower Administration stated, “We are aware of the controversy surrounding the presence of social service personnel and are seeking to increase the number of instructors and improve management efficiency, in consultation with the Ministry of Public Administration and Security.“
Following the SONG MINHO case, and given the emergence of structural problems in the management of military service, discussions about improving the system are increasing.
If the bill is passed and the corresponding regulations are revised, the management of social service personnel will be strengthened and will help prevent similar cases from recurring.
